A Joint Urban Area Plan (JUAP) is a statutory plan prepared by two Local Authorities for a specific area which lies within the combined functional area of the authorities concerned. In this regard, Westmeath and Roscommon County Councils’ have commenced the process in relation to the preparation of the first Urban Area Plan for Athlone, in accordance with Section 18(2) of the Planning & Development Act 2000 (as amended).
The new JUAP will set out a land use strategy for the proper planning and sustainable development of Athlone. It will be used to guide development and implement a vision for how the urban area should grow and evolve into a sustainable and resilient place of residence, employment, community, tourism, leisure and recreation, culture and education.
The Plan will consist of a written statement and maps indicating objectives for purposes such as the zoning of land, economic development; housing and the creation of sustainable communities, heritage and culture; recreation & amenities, place-making, transport and movement, enabling infrastructure, climate action and environmental protection.
Your views will help to shape the direction that the final Urban Area Plan will take.
Your written submissions / observations will be reviewed and recommendations in response to same will be drafted and presented to the Elected Members in the form of a Chief Executive’s report.
We welcome your input and would encourage you to have your say in the process by making a written submission / observation.

The Issues Paper will be placed on public display and copies will be available to view at the following locations:

Two number “drop- in” public consultation events will be arranged in Athlone attended by Officials from both Councils. Details to be provided.
